A short respone to Femi Awoniyi:
There is no doubt: western governments have had a plethora of interests in giving aid. And it is correct that there are those, who are keen on keeping Africa dependent on help from outside. But the most ambivalent argument for aid has been altruism. It has been the cause of perverse incentives and has led to the illusion that charity leads to autonomous development (compare the excellent article by Jagdish Bhagwati, which can be found on this website under "Neues”). Therefore it is of primary importance to clarify responsibilities. Fighting diseases, research into drugs (e.g. malaria) and improving transport infrastructure need to be differentiated in allocating them to the least centralized competent authority. This is the simple but challenging principle of subsidiarity. Most importantly this implies: "Africa must own its development agenda …Only the people themselves can develop their own land!” (Kwame Appiah in The African Courier, September 2007)
