The "Ten proposals (for a better development policy)" are in some ways a continuation of the "Bonn Appeal". They were published for the 2009 Bundestag elections.

An appeal to the governments of the donor states
- We call on you to fundamentally change course in view of the disappointing results of development policy to date.
- Give up the idea that more money means more development. Abandon the 0.7 percent donor target because it is based on this misconception.
- Within ten years, switch to providing development aid only in the form of loans. Help to ensure that all people in developing countries have access to credit.
- Focus aid on strengthening individual and social efforts, particularly through education and better framework conditions for private sector activity.
- Finance infrastructure projects only in countries where previously constructed facilities are permanently maintained. Fund projects in such a way that as many people as possible find work as a result.
- Put an end to the wasteful competition between the EU and its member states and developing countries. Europe must - also in its own interest - react more decisively to the growing importance of many developing countries.
- End development aid for countries that can help themselves, such as China and India.
- Don't give any more development aid to countries that are not prepared to disclose their income, especially from natural resources.
- Give budget support only to countries in which independent and effective parliaments serving the common good monitor the use of funds in a comprehensible manner.
- Remove development aid from the five most corrupt countries according to Transparency International's index.
